Well, this is a fast speedy design that 
asked for her Chise's Cosplay ^^
At least its the basic form of the shield with the eagle, I did if from shots of the anime, so its the best I can made, also its a PNG, with transparent Background. Also it was made using only PS layer effects ^^
Time of work: 10 mins
Tools: Photoshop CS3 only.
